Certified Application Counselor

What is a Certified Application Counselor (CAC)? 

A CAC is a Certified Application Counselor. CACs are individuals (affiliated with a designated organization) who are trained and able to help consumers, small businesses, and their employees as they look for health coverage options through the Marketplace, including helping them complete eligibility and enrollment forms. Their services are free to consumers.  Open enrollment for the 2023 Marketplace starts on November 1, 2023, and goes through January 15, 2024.                                                                        

Individuals are also able to apply for Marketplace coverage if they are eligible for a Special Enrollment Period. Certain life events, like losing health coverage, moving, getting married, having a baby, or adopting a child, may qualify you to enroll in or change Marketplace health plans outside the yearly Open Enrollment Period. CACs are also required to do an assessment for the possible eligibility of other programs besides Marketplace insurance.  CACs don’t have to assist the consumer in applying but they are required to assess for and give information for any programs they may qualify for such as energy assistance, MAPP, FPOS, Foodshare, etc.
